BORA helps clients turn identified infrastructure needs into fundable, compliant, and shovel-ready projects. We evaluate program eligibility, match projects with appropriate funding sources, and help organize the technical narratives, cost estimates, schedules, benefit documentation, and other supporting materials required for competitive funding consideration and successful implementation.
Funding Pathways May Include
U.S. Environmental Protection Agency State Revolving Funds: The Drinking Water State Revolving Fund supports eligible drinking-water infrastructure, while the Clean Water State Revolving Fund supports wastewater, stormwater, water-quality, and related resilience projects.
Federal Emergency Management Agency Programs: FEMA funding may support eligible flood-risk reduction, hazard mitigation, disaster recovery, and infrastructure-resilience projects that protect communities and essential public systems.
Community Development Block Grant Disaster Recovery: CDBG-DR funding, administered by the U.S. Department of Housing and Urban Development, may support infrastructure restoration, long-term disaster recovery, mitigation, and economic revitalization in eligible disaster-affected communities.
U.S. Department of Agriculture Rural Development: USDA Rural Development programs provide loans and grants for eligible rural drinking-water, wastewater, sanitary-waste, and stormwater infrastructure projects.
U.S. Economic Development Administration Investments: EDA programs may support public infrastructure improvements, including water and wastewater projects, that strengthen local economies, support business development, and create or retain jobs.
Program availability, eligibility requirements, and funding levels vary. BORA does not award or guarantee funding; we help clients identify suitable opportunities and position their projects for successful consideration.
